Is Backgammon considered gambling?

Following the American congress new legislation, online gambling became prohibited for US citizens. Any transaction of funds between US players and online gambling sites (Casinos, sport betting etc.) is illegal.
This matter became the hottest subject in the industry - It affects almost everyone;
the good news is that for backgammon affiliates – it's a positive current.

In a matter of minutes from the ban declaration, Affiliates concerns came across the web boards as the online gambling giants announced a move outside the US:
"888.com and partypoker.com both have plans to eliminate affiliate programs in the United States . This also means any revolving revenue will be lost.. eeeek…"

All of the above refer to the new legal status of online gambling in the US and may affect other countries in the future, But (and this is a big but) – Online backgammon isn't considered as gambling but as skill gaming.
